K to 12: The Implementation in Bulacan State University


 
What is K to 12? K to 12 is the new educational program in the Philippines which consist of one year in the kindergarten, six years in the elementary, four years in junior high school and two years in senior high school which is actually much been developed from the BES or Basic Educational Program which has ten years compared to K to 12 that has twelve years. The question is- What are the effects of K to 12 in Bulacan State University?

     First, the decrease in budget, in the school year 2016-2017, it is the pioneer year of the senior high school in BulSU instead of the freshmen. BulSU will only accommodate 350 students in senior high school which is actually the priority are the students who
finished junior high in the BulSU Laboratory High School or LHS. Numerically speaking, 25% of 45,000 of the "iskolar ng bayan" in BulSU were composed of freshmen. Then, in that school year there are no freshmen in BulSU instead the 350 seniors. If there is no freshmen there will be the decrease in budget. But the BulSU administration had requested a budget with a total of 1.1Billion. The Aquino administration had only approved 425Million, so there are the so called "deficit" of almost 700Million. If there is the deficit what could be the effects of it? Tuition hike? Commercialization? Privatization?


   Second, dislocation of teachers in BulSU,if  there are no freshmen in S.Y. 2016-2017 and sophomores in S.Y. 2017-2018 the subjects to teach are decreased. If there are the rationalizations of subjects there are also the massive dislocations of teachers. Right now, the BulSU administration doesn't have the concrete exit plan for the teachers who are going to displaced and/or dislocate.


 

  Lastly, there is not enough mass consultation to the following sectors like the parents, teachers, and students. The curriculum of the education must be nationalistic, scientific and mass oriented that the K to 12 itself is not. The reviews, studies and researches are not enough for the K to 12 being implemented in the educational system of the Philippines.
